In 2009, UTHM's Co-Curriculum, Co-curriculum, Sports and Culture Center held a Co-Curriculum (Academic) Workshop for SISPA UTHM held at Avillion Legacy Hotel, Melaka from 23 to 25 October 2009. The purpose of the workshop was to discuss the establishment of SISPA at UTHM. Among the matters discussed are SISPA's administrative structure, SISPA syllabus, SISPA handbook and organizational structure of SISPA (Civil Defence Cadet Corps ) management at UTHM.
On January 19, 2010, the SISPA crediting course paper was approved at the Standing Committee on the Establishment of the Faculty, School, Center, Academic, New Institution / Student / Retrieval and on 3 February 2010, it was approved by the University Senate.
This SISPA course is a credited co-curriculum course, SISPA I, SISPA II, SISPA III, SISPA IV, SISPA V and SISPA VI. Each course represents 1 credit. Students will be commissioned as Junior Lieutenant if they complete the six courses. The main modules taught are in line with the needs of JPAM and the university against fire, first aid and rescue.
To develop SISPA's potential and activities at UTHM, the university has provided a complete office with instructional equipment while JPAM helps in terms of teaching staff and administrative staff of SISPA. A total of 78 students comprising 1st and 2nd students are the first members to register as SISPA UTHM during the 2009/2010 semester 2 session.
On April 29, 2010, the application for the Establishment of the SISPA Corps for UTHM was approved by the JPAM together with the registration number of SISPA UTHM. The Launching Ceremony of SISPA at UTHM was launched on June 13, 2010 at 3.30 pm at the F2 Examination Hall (Below, UTHM and officiated by Yang Berhormat Dato 'Seri Hishammuddin bin Tun Hussein, Home Minister, Ministry of Home Affairs.
On July 29, 2015 JPAM was placed in the Prime Minister's Department. Minister in the Prime Minister's Office. APM is gazetted on 25 August 2016 and APM's name on 1 September 2016. JPAM is gazetted as the Malaysian Civil Defense Force or APM short name.
Email APM to IPT no Reference: PA.BPA.100-1 / 4/2 (47) dated16 August 2017 regarding Permanent Order of Chief Commissioner No. 9 Year 2017 Rebranding Name And Acronyms Of Components And Forces Of The Malaysian Civil Defense Force. This instruction was issued to reinforce the rebranding of the names and acronyms adopted for each component and team set up under the Malaysian Defense Force (APM). In line with the transformation APM which was once a departmental position, YB Dato 'Seri Dr. Shahidan bin Kassim as the minister in charge of APM and APM's Top Management sees a paradigm shift to be made to raise the image of the force. One is to rebrand the names and components acronyms and teams set up under APM to a more fresh and distinct name. Change of name of Kor SISPA to Pasukan Siswa APM (Civil Defence Cadet Corps ) .
The administration has adopted the Instructions for the implementation of the University's internal level by the exchange of Pasukan Siswa APM(Civil Defence Cadet Corps ) names on August 22, 2017.
